Maybe my standards are different, but I don’t consider Dani, Jenna Haze, Tia, Faye, Jenna Presley, or Gauge’s breasts to be small. Maybe by industry standards they are.
The ones you didn’t mention that I would think of would be Jassie, Katsumi, and Peyton Lafferty.

I’m coming in on this a bit late, but I can’t help but feel some of the girls mentioned are actually quite well endowed. Can we really say that Gauge, Jenna Haze and Tia Tanaka are small breasted? They may not be big, but they aren’t what I would call small either. The girls that occur to me include Brianna Love and Sabrine Maui, both of whom are extraordinarily hot, but clearly more modestly endowed.
